10 March 2011, High level Conference on Gas market and regulation 2010 was characterised by an increase in gas demand which has recovered the before-the -2009 economic crisis level. In the field of energy regulation, significant measures have been taken with the adoption of the EU Regulation on energy security of supply, to provide EU with more efficient tools against a supply crisis situation such as the one which developed early in 2009 between Russia and Ukraine. The new Agency for Cooperation of Energy Regulators - ACER - is an essential step towards the completion of the internal market for electricity and gas. This regulatory environment is going to evolve further significantly with the implementation of the Third Energy Package.
Is the gas sector taking the sustainable growth route? What are the market fundamentals behind the sharp increase of gas demand? How are the key players - Member States, infrastructure operators, shippers - …adapting to comply with the new regulation on security of supply? How can investment charges be evenly shared among Members States? How will actions by the various European regulation bodies relate? What are the most structuring elements of the Third Package implementation? What are the obstacles to be avoided during the implementation process?
Save the date: March 10th at 14.30 in the auditorium Etoile Saint Honoré - 21/25 rue Balzac Paris 8 Registration: free for our members, 60 euros for full fare (taxes inclued)

March 2008 / ERGEG consultation anf AFG position : Principles on calculating tariffs for access to gas transmission networks ERGEG wants to make methodological tools available to operators and national authorities on the design of transmission tariffs, and has launched a public consultation with the stakeholders on the basis of a proposal that deals with both tariffs structures and operators’ incomes. The French Gas Association (AFG) takes a position underlining the fact that specificities of each transmission network need appropriate tariff structures, set up on the basis of a strong cooperation between operators and national regulatory authorities. An artificially contrived convergence can be therefore considered inappropriate, whereas a shared view, at European level, on tariff structure principles would be a useful tool for operators and national regulators, which would contribute to market development and more liquidity on interconnections. March 02, 03 / AFG's Rendez-Vous The turmoil observed in the UK gas market has raised some anxiety and a number of questions. Beyond information in the press and specialised publications, this “AFG’s Rendez-vous” aims at providing highlights and analysis which are essential for a good understanding of the UK gas background. The volatility of the spot market, its ability to balance supply and demand, as well as the role played by long-term contracts to ensure the security of supply will be explained and debated by a high level discussion panel whose members represent varying interest groups. The guidelines decided by the UK government to implement corrective measures will also be scrutinised.
